NEW YORK -- Paul Millsap had 27 points and 10 rebounds, and the Atlanta Hawks moved to the verge of a playoff spot with a 93-88 victory over the Brooklyn Nets on Friday night. The Hawks could have clinched the final Eastern Conference berth had the Knicks lost in Toronto. Instead, Atlanta remained two games up with three to play, needing just one more win or New York loss to secure its post-season place. Jeff Teague added 22 points for the Hawks, who won for just the fifth time in 13 games and are only 36-43, but that might be good enough in the East. He frequently took advantage of a matchup with little brother Marquis, forced to play extended minutes while the Nets rested some regulars. Atlanta was just 1 of 19 from 3-point range, but hit 20 of its 21 free throws. Mason Plumlee scored 17 points and Marcus Thornton had 14 for the Nets, who had their franchise-record, 15-game home winning streak snapped. Brooklyn, likely locked into the No. 5 seed, rested starters Deron Williams (right patella tendinitis) and Shaun Livingston, who missed his second straight with a sprained right big toe. Paul Pierce had 13 points for the Nets, becoming the 18th player in NBA history with 25,000. But he was just 2 of 6 from the free throw line and 1 of 7 behind the arc. Atlanta can wrap up its spot by beating Miami at home on Saturday. The Hawks opened their largest lead at 64-53 midway through the third quarter after a run of seven straight points, but the Nets made 10 of 16 shots in the period and were back within 74-73 heading to the fourth. Jeff Teague, about 4 1/2 years older than Marquis, couldnt hide a big grin in the fourth quarter when a crossover dribble caused Marquis to fall down. But starter Jorge Gutierrez soon came back in and found Plumlee for a three-point play that gave Brooklyn an 88-87 lead with 2:22 to play. Millsaps reverse layup gave Atlanta the lead again, and the Hawks got a break when an original offensive foul call on Teague for charging into Gutierrez was overturned when instant replay showed Gutierrez was in the restricted area. The free throws made it 91-88 with 1:46 remaining, and the Nets couldnt score again before Teague put it away with two more free throws. Brooklyn led 23-16 after one but the Hawks turned around the game with a 39-point second quarter, when Jeff Teague scored 14 points in 7 minutes. Much of that came when he was against Marquis, a seldom-used player in his second season and first with the Nets after he was traded this season from Chicago. Marquis Teague was forced to play extended minutes when Gutierrez picked up his third foul with 5:40 left in the half and the Nets leading by two. Jeff Teague then scored 11 points in the final 5:16, converting a three-point play when his brother fouled him and later making two free throws after beating Marquis so badly with a crossover dribble that Marquis had to foul him to stop a layup. Delegates at a U.N. Human Rights Council panel reviewing Qatars record on Wednesday repeatedly raised concerns about exploitation of workers in construction and domestic households. Several of 84 states speaking in the session linked Qatar hosting the 2022 World Cup with the need to reform its laws. "There are widespread reports of violations of the rights of migrant workers, especially in the context of preparations for the 2022 FIFA World Cup," the Ireland delegation said in a statement. Recommendations, which are not binding, included scrapping exit visas which can prevent immigrant workers leaving, and giving legal protection against what Belgium said was "persistence of violence against women and girls." Qatars assistant foreign minister, Sheik Mohammed bin Abdulrahman bin Jassim Al-Thani, said there had been "some helpful recommendations from different countries." "We recognize that there are certain issues and challenges we are facing about the migrant workers," the minister told The Associated Press after the three-hour meeting. "We think the World Cup is a catalyst for us to help us accelerate our performance." Qatari authorities are preparing to announce some changes within weeks, after a review of their labour laws. "We will come, I think, very soon within the current month with an overall work program," Sheik Mohammed said. The minister opened the panel meeting outlining progress made enacting recommendations — including measures to combat human trafficking and protect women and children from domestic violence — since a previous four-yearly review in 2010. The International Trade Union Confederation and rights groups have criticized Qatar for slow adoption of laws to protect non-Qatari nationals, and failure to enforce existing laws properly. With the World Cup expected to kick off in November 2022, Qatar faces two further U.N. human rights reviews before matches start.dddddddddddd Spain led calls on Wednesday to "strike from the books" the "kafala" sponsorship system which gives employers veto power over workers leaving their job or going home. The Netherlands called for Qatar to make adequate labour conditions "an important criterion for granting building contracts" and to blacklist contractors who violated rules. The Qatari minister called for understanding of the emirates issues handling an influx of foreign workers — comprising 85 per cent of a resident population of around 2 million — during its rapid growth. "There are some challenges with the current laws," Sheik Mohammed acknowledged. "In order to have partners in this development, we need the flow of ex-pat workers who are coming to work for us and helping us." Still, many U.N. member states on Wednesday expressed concern for migrant domestic staff who will be required in Qatari households after the construction boom. Belgium urged Qatar to assure women they could complain "without fear of reprisal or harassment" by their employers. Spain noted that marital rape is not a crime in Qatar, and the Czech Republic recommended criminalizing all violence against women. "We are encouraging them if there is any problem to report it and we have put the mechanisms in place," the Qatari minister told the AP. "This is a freedom which is granted by the government." France led recommendations that Qatari women who married foreign men be allowed to pass on their nationality to their children. Amid widespread requests to ensure freedom of expression and protest in Qatar, the United States recommended that the government release all prisoners of conscience including poet Muhammad ibn al-Dheeb al-Ajami. He is serving a 15-year jail term for writing verses judged offensive to the former Emir. A report reviewing Qatars progress will be adopted Friday, and is scheduled to be considered at a session of the 47-nation Human Rights Council in September. ' ' '
